The Collapse of the 28-Article Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter
Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-article proposal for achieving ceasefire appeared β momentarily β to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Cycle of Negotiation and Warfare
The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are waged: positive announcements are delivered from different nations. Considerable effort is expended on containing certain initiatives. By night, Moscow brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "settlement".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from enemy soil, a ability enabled by current data. From observation points, defense planes that had been dispatched to intercept incoming cruise missiles flew past β advanced fighter aircraft provided to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles targeted at a hostile projectile. This was a advanced protection mechanism at work, probably delivered by partner states. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly gives way to sober acceptance: possibly the hostile projectile won't hit its mark this time, sparing the city from catastrophe and another blackout.
Continuous Dangers
Following this, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a mobile-fire group β almost certainly imported technology. Unfortunately, the bullets missed the opposing UAV β it pressed on overhead toward its target.
Intermittently, this continued until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and heating outages in numerous residences as a result of the evening attack. As typically, everyone still went about their day β enduring hostilities. But those full day encapsulated Ukraine's critical military reliance on external assistance β a dependence that European nations are clearly incapable to replace in the short term.
Unsuccessful Negotiations
The comprehensive proposal from Washington generated strong feelings, controversy and deep concern β and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new initiative from US leadership unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually secure success. This trend will, undoubtedly, endure.
Strategic Calculations
It is easy to blame particular leaders of consistently pushing Russian terms. But that does not seem to be the whole story. American leadership functions according to a premise familiar among experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is impossible to pressure the Kremlin to relinquish the areas that it presently holds in Ukraine's occupied territories.
The problem is that while acknowledging this situation, Washington does nothing to discourage Russia, through statements or actions, from believing that the current condition will not evolve additionally in its advantage in the months ahead.
Conflicting Perspectives
Therefore, Moscow is convinced that time is on his side β that Ukraine and its partners are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing people and territory but averting a total frontline collapse until conditions improve in its benefit.
Present Conditions
Factually, there are no actual prerequisites for a armistice. Now, individual motivations are entering the equation: political desires to negotiate peace and secure international recognition, and Kyiv's dual difficulties β on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any initiative Kyiv finds unacceptable, so that their priority does not switch to domestic problems. And although their mission will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a mere seven days to terminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, latest revelations, all did their job.
While new plans based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and reflect specific hesitation to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, primarily depend on sustained allied backing.
